Dobbs is the former Chief Executive Officer of Hillcrest Medical Center, a 691-bed tertiary-care hospital in Tulsa, Oklahoma. He held this position for ten years. Under his leadership, HMC established the Oklahoma Heart Institute and the Peggy V. Helmerich Women's Health Center. During his tenure with HMC, the hospital was named as the "Homebase" for emergency medicine residents at the OU School of Community Medicine. More notably, HMC was selected by the Centers for Medicare and Medicaid Service to participate in projects for cardiology and orthopedic services, primarily due to the hospital's outstanding levels of quality of care and patient benefit.

Prior to Hillcrest Medical Center, Dobbs was Chief Executive Officer at Tulsa Regional Medical Center, presently, Oklahoma State University Medical Center. He has also served in leadership roles at Florida HCA Healthcare Corp., as well as major hospitals in Kansas and Texas.

Dobbs, who is a Fellow in the American College of Healthcare Executives, participated in the CMS demonstration project for Acute Care Episode bundled payment pilot program. Recognized as a thought leader by his peers, Dobbs has addressed delegates at a number of industry conferences.

Most recently, he delivered a presentation on "Bundled Pricing and Legislative Impact" at the HFMA 2010 Lone Star Summer Institute in Dallas, TX, and another on "Testing a Bundled Payment System" at the 2010 World Health Care Quality Congress in Boston, MA.

Dobbs has served on the board of directors of several organizations including the Oklahoma Hospital Association, the Tulsa Hospital Council, and the Tulsa Chamber of Commerce. He served on the board of directors for the American Heart Association, and in 2009, he was the Chairman of their Tulsa Heart Walk.

Dobbs earned a BBA in accounting from Texas Tech University and holds a Masters in Health Services Administration from the University of St. Francis in Joilet, IL, and resides in Tulsa with his wife, Katie, and their two sons, Austin and Clayton.
